Add patch to update workspaces vscode server favicon

This MR adds a new patch that updates the favicon and icon images inside the VS Code server which is used by workspaces. The new icons replace the default VS Code branding with GitLab-specific branding for workspaces. All the other patches remain unchanged.

How to set up and validate locally

• Follow these instructions: Testing changes locally in GitLab Workspaces
• Verify that the favicon has been updated to the latest version
