Issue: bug: Can't run VSCode Jupyter Extension in a Wo... (gitlab#471053)

What does this MR do?

This MR enables all proposed APIs which will allow all extensions that rely on enabling proposed APIs to avoid bugs with these extensions.

Acceptance Criteria

  • After, installing the Jupyter Notebook extension in a Workspace with a Python environment, I should be able to visualize and evaluate notebooks in a Workspace.

Result

Note: Testing discovered a bug which will be addressed in another MR
