docs: Repair and update TW metadata in VS Code repo
As part of updating the metadata link to TW assignments, which changed when the Technical Writing team was moved from engineering to product, I noted that several pages were missing metadata entirely.
I've also updated the metadata to reflect that this feature is moving in the Create stage from the Code Review group to the Editor group.
