WIP: Allows vulnerabilities to be loaded into the sidebar

Sam Beckham requested to merge samdbeckham/gitlab-vscode-extension:vulnerabilties into master

I still need to add tests and clean up a bit. But this gets it working for now.

This MR adds a vulnerabilities section to the sidebar. It displays a list of the project's vulnerabilities and takes you to the vulnerable file when you click on it.
