docs: clarify community contributor step in release process

Description

Clarifies the "Note community contributors" step in the release process docs based on actual practice observed in previous MRs (!1961 (merged), !2586 (merged)).

Key changes:

  • Moves the "Note community contributors" section to after "Run the release job", reflecting that the attribution must be added after semantic-release auto-generates the CHANGELOG entry
  • Updates the warning to explicitly state this must be done after the release job runs
