ci: run check-ci-variables job only on default branch

Following my suggestion in !317 (comment 635889472), this MR limits the check-ci-variables to only run on the project’s default branch or when the src/completion/ci_variables.json was changed in an MR. The reason is to improve the developer experience and not show the pipelines as "passed with warnings" when the only failed job is the check-ci-variables.
