fix(diag): Ensure DAP sections shows correct feature state

Description

This fixes the bug described in [VS Code] Diagnostics file does not reflect dis... (#2206 - closed).

This also happened in JetBrains, and to fix it, I just consumed the on/off feature check from AGENT_PLATFORM into both Agentic Chat and Flows feature states. The features will always turn on off together, but I assume if we ever condense the tabs, this will turn into one section anyways.
