perf: Cache Branch Protection rules
Description
This speeds up the availability of Branch Protection rules by caching the previous result. If GitLab is slow or unreachable, the rules can still be enforced this way.
The up-to-date rules will still be retrieved from GitLab as before (regardless of cache).

How has this been tested?
Existing tests have been modified.
