feat(flow): integrate flow builder webview behind feature flag

This MR integrates the Flow Builder Webview into VS Code, with the goal of creating a "Markdown Preview"-like experience for editing GitLab Flow YAML files.
Key Changes:

New Command: Added
gl.openFlowBuilder, accessible via the editor title bar when a YAML file is active. - Webview Configuration: Configured the Flow Builder to open in the Beside view column and initialized it with the active document's URI via query parameters.
