feat: log relevant network settings on startup

Description

Adds logging for a number of network settings on startup.

This will speed up our ability to support customers when troubleshooting network setup, as the initial step of providing logs will now give us some useful configuration info.

Sensitive data is redacted:

• the proxy field's password entry is blanked out if it exists.
• the proxyAuthorization field is blanked out if it exists
• the gitlab.ca, gitlab.cert and gitlab.certKey are converted to SHA-256 fingerprints.

How has this been tested?

• If src/browser or src/common has been modified, please consider interoperability with the Web IDE. See Running the Extension in WebIDE.
• Consider an end-to-end test for significant new features that aren't covered by integration tests.
