chore(workspace): update to latest workspace base image

Description

We are updating vscode extension workspace image for using latest workspace base image.

Also updated some related things:

  • Switched from asdf to mise for workspace setup (asdf still usable if needed)
  • Remove script scripts/initialize-workspaces.sh on workspace startup, and add post-start script cd /projects/gitlab-vscode-extension && mise install node && mise install && npm install
  • Bump Python from 3.10.0 to 3.10.2 (mise does not have pre-compiled 3.10.0)

How has this been tested?

  • If src/browser or src/common has been modified, please consider interoperability with the Web IDE. See Running the Extension in WebIDE.
  • Consider an end-to-end test for significant new features that aren't covered by integration tests.
