fix: do not escape external webview URI

Description

For whatever reason, toString() escapes the query params strangely. Passing true to the call bypasses that escaping, giving us the URI as we expect it.

Test with gitlab-org/editor-extensions/gitlab-lsp!2048 (merged), when using agentic tabs, chat and flows should both load.
