chore: Update issue/MR templates with ai-powered labels

Description

This change updates the organizational labels used in GitLab issue and MR templates. Specifically, it changes the team classification from "devops::create" to "devops::ai-powered" for both bug reports and feature requests related to VS Code editor extensions.
