feat: Add quick fix code actions for Duo Quick Chat

Description

This MR sets the default feature flag value to true for "gitlab.featureFlags.fixWithDuoQuickChatCodeActions".

This enables the Fix with GitLab Duo code actions by default.

In a future iteration we can clean up the feature flag.
