An existing VS Code bug (https://github.com/microsoft/vscode/issues/123882) prevented the failure of validateTestEnvironment() from being reported. This MR handles the potential error instead of relying on VS Code to report it.

I strongly recommend unchecking the "Show whitespace changes" option for this review
