chore: Do not show run workflow search command

Description

When setting for duo workflow panel is on, do not show the search run workflow cmd.

How has this been tested?

1. When running this branch locally, set user settings: "gitlab.featureFlags.duoWorkflowPanel": true,
2. Check that Run duo workflow search command is not showing

• If src/browser or src/common has been modified, please consider interoperability with the Web IDE. See Running the Extension in WebIDE.
• Consider an end-to-end test for significant new features that aren't covered by integration tests.
