fix: disable LS-hosted Chat webview in remote environments

Description

This hotfix uses the legacy chat in remote dev environments.

How has this been tested?

I run the extension in a workspace (on project homepage go to code and start workspace).

I also run the extension locally and using the Developer Tools, verified that the local chat is still using the LS webview
