feat: Change STATUS buton to open diagnostics

Description

This changes the STATUS button behavior in the webview pane from opening the Duo Status panel to opening the diagnostics page.

This adds a new command to the package.json for opening the diagnostics page from the webview pane called gl.openDiagnosticsFromChat.

  • If src/browser or src/common has been modified, please consider interoperability with the Web IDE. See Running the Extension in WebIDE.
