Add notification on pipeline status change

Along with !20 (merged), implements ideas discussed in #31 (closed) and #32 (closed).

Tagged as WIP because it will create a notification when the plugin initially loads. If this isn't an issue, then it works as intended. Since it appears the project is using javascript in strict mode, I cannot find a way to figure out which function calls the refreshPipeline() function.
