Update docs linting image and check Markdown links in pipelines

Description
Update the docs linting Docker image we use in project. Because the Docker image we use has Lychee, we can check Markdown links for the first time. Similar MR to: cli!1525 (merged) and gitlab-org/editor-extensions/gitlab-jetbrains-plugin!531 (merged).
