v-gl-tooltip directive does not update tooltip content while tooltip is visible
This is a follow-up of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/22504#note_111945170.
When using the v-gl-tooltip directive from gitlab-ui and the title attribute changes, a visible tooltip is not updated.
To see the new content, a user needs to hover the element again.
It may be necessary (or at least a good idea) to fix this upstream in https://bootstrap-vue.js.org/.
