Those mixins were recently introduced and not meant to be used as CSS
utils. We can therefore move them out of the utility-mixins directory.

Migrates several `@include` directives to their Tailwind `@apply`
equivalents.

This renders the bootstrap-vue docs for components which basically just
wrap bootstrap-vue. Also cleaned up the page design a little bit with
better margins, etc.
