Updates design tokens used for GlCard. Also updates spacing
to use the same as Crud to better align the two components.

Changelog: changed

- use new `icon`, `secondaryText`, and `subTypeLabel` properties
- if new props are not provided, continue to use existing props

Not required anymore since removen BootstrapVue

Resolve "Remove deprecated scaffolding functionality"
