feat: Create Skeleton Loader Component

Port of https://github.com/egoist/vue-content-loader

Changed over from a render function into a template, removed some props etc. that I don't think we need because we don't want the ability to change too much so we can stay consistent with our skeleton states.

Added examples on how to use the component.
