feat(GlAvatarLabeled): add label-link-click event

What does this MR do?

Needed for https://gitlab.com/gitlab-org/gitlab/-/issues/474445. We want to be able to track when a user clicks on a project after filtering. Currently it is not possible to listen to a click event on GlAvatarLabeled. This MR adds a label-link-click event so this is possible.
