Refactor chart specs and add story

Why now?

In #3062 (moved) we've seen that our charts fail to react to changes in certain cases. I plan to refactor how GlChart notifies upper components to its changes, but first, I'd like to update our tests to ensure no regressions occur.

Accessibility

If this MR adds or modifies a component, take a few moments to review the following:
