feat(GlForm): remove BForm from GlForm

What does this MR do?

Closes #3064 (closed)

Part of an effort to remove Bootstrap Vue form GitLab UI. This MR removes BForm from GlForm. It makes the following changes:

  • id and novalidate are no longer props, they will be passed the same way but are now automatically added to the form element by the default Vue behavior of adding attributes to the root element.
  • inline and validated props are no longer supported. These are not used in any of our codebases and the inline prop can be done with CSS classes such as gl-flex.
