Migrate remaining Bootstrap CSS utils to Tailwind
What does this MR do?
In !4883 (merged) we migrated Bootstrap CSS utils to Tailwind but missed a couple. This MR migrates the last of them in GitLab UI.
The remaining usages in https://bootstrap-to-tailwind-css-migration-tracker-cf87ab.gitlab.io/#/ are false positives except for src/vendor/bootstrap-vue/src/components/table/helpers/mixin-tbody-row.js#L312 which is only used when the striped prop is passed which we are not using. We can remove that code in a follow-up MR.

Integration merge requests
I think we can skip integration MRs given the simplicity of the change and any failing specs would be snapshots that are easy to update
