feat(GlAnimatedIcon): Add component

What does this MR do?

Adds a new component GlAnimatedIcon. This component inserts an inline icon and allows to change it's state. There are two options:

  1. Morph between two states. Animation works once with changing the state.
  2. Animate constantly. This could be done on a specific action like hover, or with no action at all.

This component respects prefers-reduced-motion.

All the icons are in the component folder because these svgs don't make any sense without the component styles and logic. It's impossible to use them alone.

It's the first part of animated icons. There will be much more of them!

Accessibility

  • All content is presented in text or with a text equivalent. For example, alt text for SVG, or aria-label for icons that have meaning or perform actions.
  • Changes in a component’s state are announced by a screen reader. For example, changing aria-expanded="false" to aria-expanded="true" when an accordion is expanded.
  • Color combinations have sufficient contrast.
