chore: Remove storybook auto start in VSCode

What does this MR do?

This MR removes from VSCode the runOn configuration for Build and run storybook task.

But why?

  • Sometimes I have storybook already running in a different terminal and this causes a lot of noise.
  • Sometimes I don't want to start storybook.
  • Sometimes I open code in the background and don't realize storybook is starting and try starting storybook or a separate process on 9001 and am surprised the port is taken.
