chore(CSS): Remove `deprecate_utils.js` script

What does this MR do?

In !3925 (merged) we added a script to prefix legacy CSS utils with gl-deprecated-. This was the original plan for the Tailwind CSS migration but we have since pivoted to https://docs.gitlab.com/ee/architecture/blueprints/tailwindcss/#design-and-implementation-details and this script is no longer needed. This MR removes the script.
