feat(GlSorting): add `block` prop

What does this MR do?

In Remove GlDropdown implemenation in GlSorting (!3923 - merged) we moved from GlDropdown to GlCollapsibleListbox. This change caused a visual regression on a few of the mobile sorting dropdowns. This MR adds a block prop so we can fix those visual regressions.
