test: add e2e tests for Storybook

What does this MR do?

This adds Cypress tests for a few built-in and custom Storybook features to help us with future upgrades.

This also upgrades Cypress to the latest version as Cypress 12 includes a fix that's necessary for some of the new tests to pass.
