Removes gl-broadcast-message-text-max-width

What does this MR do?

Currently the gl-broadcast-message-text-max-width is set to 934px, which:

• I couldn't find a reason for
• Seems to contravene the structure portrayed in https://design.gitlab.com/components/broadcast-message/#structure (image shows the text as full-width)
• Seems to contravene the description in: https://design.gitlab.com/components/broadcast-message/#content (describes the content as Contains a small amount of text content that uses the container width when user preference is set to use a fixed width layout.)

This MR removes the component that forces a fixed maximum width and lets the content take up the whole container width which is consistent with the behaviour before the move to Pajamas.
