Re-apply bootstrap + bootstrap-vue upgrade
This only re-applies !3116 (merged) but rewrites the commits history to ensure that the dependency upgrade is logged to the changelog, and that this triggers its own release. The initial MR was merged with all commits marked as chore, bypassing the whole release flow.
