fix(GlDropdown): spinner replaces icon when icon dropdown is loading

What does this MR do?

This MR makes an icon-only GlDropdown behave the same as an icon-only GlButton when loading: the loading spinner should be shown in place of the icon (the icon should be hidden until loading is complete).

This was brought up as an expectation in UX review here.
