Ensure CI pipeline works for forks

What does this MR do?

ci: Ensure that danger runs only when variable is set

It seems redefining variables is a little buggy with our rules check, see also: gitlab#327711 (closed). By moving the variable declaration to the job, we should alleviate the problem.

ci: Fix checks for forks

CI_MERGE_REQUEST_PROJECT_PATH will always be gitlab-ui, we really want to check the CI_MERGE_REQUEST_SOURCE_PROJECT_PATH
