feat(AnimatedNumber): Add AnimatedNumber component

Brandon Labuschagne requested to merge 1170-add-animated-number-component into main

What does this MR do?

This MR introduces a new utility component called GlAnimatedNumber. The new component is used to tween a number up / down.

It is being implemented to enhance GlSingleStat and potentially other components in future.

An integration MR is up for GlSingleStat, where you can test the new component in use. There are working screen captures in that MR; !2116 (merged) please feel free to take a loot at that for addition context 👀 🔥

UX approval granted here !2116 (comment 549530326)

Best place to test this

Posting this here again for extra visibility; !2116 (merged)
