fix(GlTable): Fix table borderless styling

What does this MR do?

Previously, when adding the borderless attribute to a GlTable, the horizontal border between each row is still shown. This is because the SASS file for GlTable adds one in. This MR fixes it so that adding the attribute will remove the border.
