feat(GlTabs): Add justified tabs prop and examples

What does this MR do?

Closes #897 (closed). Adds the justified prop based on the example in the Figma file.

As a follow up: Adding documentation and guidelines around justified tab usage: gitlab-org/gitlab-services/design.gitlab.com#741 (closed).
