feat(css): Add spacing and border utilities

Adds the following utility classes as needed by gitlab!44406 (merged) and gitlab#239865 (closed)

  • spacing
    • gl-sm-pr-5
    • gl-sm-pl-5
    • gl-my-8
  • border
    • gl-border-l-gray-500
