fix(GlHeatMap): disable pointer events on legend

What does this MR do?

A tiny MVC as part 1/2 for #831 (closed)

To begin with we are disabling the legend toggle as it is currently broken. In the follow up merge request we will re-enable it through fixing the internal seriesInfo mapping for the heatmap component.
