feat(css): Add line-height and text-align utils

Adds two utility mixins:

• gl-text-align-inherit
• gl-line-height-inherit

Note: The changes are related to gitlab!29659 (diffs) - once they have been merged a follow-up MR can be created to use the newly added mixins.
