WIP: fix(deps): update bootstrap & peerDependencies

This MR updates bootstrap and the peerDependencies field in the package.json.

• The @gitlab/svgs peer dependency has been updated to v1.90.0 to match the dev dependency's version: https://gitlab.com/gitlab-org/gitlab-ui/blob/a8127e58257804b90c26e07bfac757d458a0ca32/package.json#L65
• bootstrap has been upgraded to v4.4.1 in both the peerDependencies and devDependencies to match BootstrapVue's requirements: https://github.com/bootstrap-vue/bootstrap-vue/blob/dev/package.json#L93

Specifically, the bootstrap upgrade will fix an issue that prevents assets compilation in GitLab because of a dependencies mismatch after the latest BootstrapVue upgrade.
