Fixes Tooltip not appearing and generating warning error in gitlab.

Test using gitlab branch 38143-replace-labels-in-vue-with-gitlab-ui-component and yarn link gitlab-ui. Testing before running yarn link will trigger the warning error in browser console. Issue boards page can be used to verify. Make sure a label has a description so that it can be tested.
