Create design spec for Widget Component

Summary

We're designing a widget component for GitLab UI. The component is going to be similar to the MR Widget but is going to be a higher level of abstraction. So when this component is ready, the MR Widget is going to be one of the consumers.

This issue tracks the effort to create the Figma file and link the resulting work in the parent epic. The resulting work can contain but is not limited to:

• Example use cases
• Abstracted component design with annotations (a11y, responsive behaviour, etc.)
