Bump Node.js and Yarn versions

Purpose

Just an update of Node.js and Yarn:

• Node.js updated from 16.14.0 to 16.16.0
• Yarn updated from 1.22.17 to 1.22.19

Also pin the Node.js docker image in CI to avoid unexpected failures on image updates.

No breaking changes for both tools.
