Set CI_DEBUG_SERVICES: true to assist debugging

This MR sets CI_DEBUG_SERVICES: true as discussed which will allow us to capture service container logs in an effort to understand why internal/command/uploadarchive/uploadarchive_te... (#671) keeps happening.
