Bump labkit version to 1.12.0
It also bumps minor versions of its dependencies
- github.com/prometheus/client_golang to v1.11.0
- google.golang.org/grpc to v1.40.0
Because https://gitlab.com/gitlab-org/labkit/-/blob/v1.12.0/go.mod specifies these versions explicitly.

This MR is blocking https://gitlab.com/gitlab-com/gl-infra/infrastructure/-/issues/15189. We try to enable GCP profiling for gitlab-shell/gitlab-sshd and the newest version will help us to understand why it's not working yet.
