Run go tests in CI with Go 1.9 and 1.10
Because we are moving to Go 1.10 in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/19989
Go 1.9 and 1.10 are the only versions that are currently supported by the Go project.
